FARGO — Another business is in the works with a full-service bar and restaurant at the Rose Creek Public Golf Course.
The Fargo Park Board has granted a lease to Minnesota-based Kjerbeersten LLC to operate the 19th hole of Rose Creek and 1500 E. Rose Creek Parkway S.
Kjerbeersten is run by Moorhead developer Andy Skatvold and his wife Kjersten Skatvold. They own a 99-bottle liquor store in downtown Moorhead, and Kjerbeersten also serve food and drinks at The Meadows and Village Green Golf Course south of Moorhead.
The Park Board voted 4-0 with one abstention (Director Aaron Hill) at a special board meeting held Monday, January 30, at the Park District’s downtown main office at the former Northern Pacific Depot. voted in.

Skatvold said running the Rose Creek facility is a perfect fit for his business.

The agreement calls for the 19th hole of Rose Creek to be open during the golf season, generally from April 1 through at least October 31. .
Rent will be 12% of gross turnover for the first two years. From the second year onwards, it may increase to 15% of sales between $500,000.01 and $750,000 and 18% of sales over $750,000.
The initial term of the lease is five golf seasons. There are also two renewal options for him for five golf seasons each.
Kjerbeersten is under no obligation to provide charity games, but the contract states that if it chooses to do so, Fargo Park District Foundation has the right to first refuse to provide charity games.
Skatvold said he has no plans to run a charity game.
“It’s not on our radar…[but]we’re not against it,” Skatvold said.
The Park District offers turnkey restaurant operations, with complete restaurant equipment on site, including crockery and cutlery, and covers the costs of utilities, maintenance, and repairs to equipment and buildings.
Additional equipment is the responsibility of Kjerbeersten.
Kjerbeersten will operate a full service restaurant during the golf season, including full public food and beverage service, wedding rehearsal dinners, receptions, group lunches and Sunday breakfast buffets.

Skatvold is a well-known Moorhead developer who developed the Mallard Creek residential subdivision and Bridgeview Plaza. He also redeveloped the Wright Building in the city’s downtown, home to Swing Barrel Brewing Co. and several other businesses.
Legends Sports Bar & Grill was open on Rose Creek. The Class FA Golf Liquor License is held by Livin’ The Dream, a limited liability company that used to do business as Legends.
The contract states that Kjerbeersten can negotiate the legal transfer of the liquor license. The contract also states that the lease is contingent on obtaining appropriate liquor and food licenses.
Legends closed in Rose Creek on October 29, 2022.
In March 2021, the Park District announced that Moorhead residents and restaurateurs Marissa West and Cody Parr will take over the bar and restaurant operations from Kelly Visto. Bisto has operated Big Ave since 2019 with its on-site Rose Creek bar and restaurant.
West and Parr also own the Legends Bar & Grill south of Moorhead, which was established in 2018.
In February 2018, the Park District approved the purchase of Seasons at Rose Creek for $1.3 million.
Seasons was a privately owned restaurant and wedding venue.
Seasons opened in the early 1990s and had been closed for about two years at the time of its sale.
